Marine Debris Removal and Prevention Legislation Introduced in Congress

On July 25, 2019, the Co-Chairs of the House Oceans Caucus introduced the Save Our Seas 2.0 Act, HR 3969 (summary also available). The bill is intended to address “… the staggering amount of plastic in the ocean by improving the domestic cleanup and response to marine debris, incentivizing international engagement on the issue, and strengthening domestic infrastructure to responsibly dispose waste materials …”. The bill addresses a Marine Debris Response Trust Fund, a Marine Debris Foundation, a prize competition, cooperation with foreign countries, requires a report to Congress, mandates the consideration of marine debris in international negotiations, and directs EPA to take many actions (too numerous to list in this short post).
